The end of Chipper... your e-money back?

The Dutch newspaper Het Parool reported on January 21, that Chipper users can no longer go to the post office to redeem the residual electronic money on their Chipper chip. Therefore Postbank customers that want their money back need to send in their card to the customer service. Then again, in many cases the electronic money is on the chip of a debit-card that is actively being used. And who's going to send in his favorite debit-card to redeem only a little bit of e-money?

The Parool makes a fuss about the fact that Postbank should have made more announcements about the withdrawal of the Chipper than they did. I don't understand why they didn't take the issue one step further. Now that there are no more terminals that accept Chipper-payments, Postbank would be in a position to redeem the electronic money of the cards to the individual users. It would cost them some money, but then again, it would be the gentleman-like way forward, given the redeemability requirement of the e-money directive.

Cross-media selling: the Bijenkorf / Mobile2Pay case

E-merce reports that at the beginning of this year (from January 2 to January 6) a large luxury department store ('De Bijenkorf') has done a cross-media action involving sending SMS and payment via SMS, using Mobile2Pay. A nice example of the use of the mobile for payment. More of these examples will undoubtedly follow as other new players become active on the market.

Combinatie pre-paid en billing.... Orange in de UK en Payvision in Nederland

Planet Multimedia meldt dat Orange pre-paid bellers nu met reverse SMS kunnen voor betalen voor WAP-content. Zie het persbericht van Bango.net .

Tevens wordt melding gemaakt van het Nederlandse bedrijf Payvision die, net als Moxmo, een elektronisch geld m-wallet op afstand aanbieden. De wallet van Payvision wordt echter opgeladen door naar een betaalnummer te bellen. Op hun website staat:
Payvision Wallet Update almost works the same as the Payvision Voicedialer. Visitors can call an international or domestic premium rate phone number and enter their personal access code. Every minute they are connected to the premium rate number a certain amount will be uploaded to their personal wallet. With their personal wallet the visitors can access participating websites with protected content or order products.

Het Nederlandse bedrijf Budgetphone tenslotte is een mooi voorbeeld van een bedrijf dat wel in de vaste en mobiele telecom-sector actief is, maar zich verre houdt van verbindingen met SMS, premium SMS en Betaalnummers. Op Budgetphone is daarom geen van de regels m.b.t. Elektronisch Geld Instellingen van toepassing.



1.1a2 flitspresentatie: wat brengt 2003 ??

Op 22 januari as. wordt door Euroforum een congres gehouden over mobiel betalen. Te verwachten is dat de eerste balans wordt opgemaakt op grond van praktijkervaringen van Moxmo, Noordned, Free Record Shop en Payphone/Comsys. Vanuit 1.1a2 wordt in een flitspresentatie het position paper van november 2002 gepresenteerd en een korte vooruitblik gedaan op 2003.

EU infringement procedures

AFX Press and Online Ireland report that the EU Commission has started infringement procedures on a number of issues, amongst which the implementation of the e-commerce and the e-money directive.

As AFX Press noted:
BRUSSELS (AFX) - The European Commission said it is pursuing infringement proceedings against 13 member states for their failure to transpose EU internal market directives into national law.

The commission said it has asked Belgium, Denmark, Greece, France, Ireland, Italy, Luxembourg, the Netherlands, Portugal, Finland and the UK to implement quickly legislation concerning motor insurance, cultural goods, electronic commerce and the issuing of electronic money.
